So, when exporting products to China, Russian manufacturers must pass required certification of their product and provide samples for testing, which shows the degree of compliance with the requirements of the manufactured product to Chinese standards”.

AQSIQ Control is carried out by AQSIQ, the General Administration of Quality Supervision, Inspection and Quarantine of the People`s Republic of China.  It includes 19 departments.  The main ones: AQSIQ Service Center, AQSIQ Information Center, Research Center for Technical Regulation and Standardization, Bureau of Standards Development, Chinese Academy of Inspection and Quarantine, Chinese National Institute of Standardization (CNIS), National Institute of Metrology (NIM), Certification and Quality Center (CQC), China National Accreditation Service for Conformity Assessment (CSEI), a training center for training specialists, a press center, a news center for quality and standardization, inspection and quarantine, a publishing center for metrology.

Stages of preparation and selection the type of certification:

1. Definition of the product group and HS code

HS code is an international harmonized system for coding goods; in Russia these are HS codes named as FEACN.  The system was developed in 1988 by the World Customs Organization.
HS code system includes 21 product groups, which are divided into species and subspecies within the group.

2. Searching by HS code GB standards

The GB standard (word abbreviation is Guobiao or “National Standard”) is the basis for testing products that are required for certification.  Most of the standards requirements were borrowed from ISO standards.  GB standards are mandatory (15%) and voluntary (85%).

3.    Preparation of a documents package

List of documents:

  • Contract
  • Invoice
  • Packing list
  • Specifications and description
  •  Certificate of origin (the certificate indicates that the goods indicated therein occur in the respective country and contains information that all the information specified in the certificate is true)
  • Additional certificates depending on the type of product.  For example: phytosanitary certificate, veterinary certificate, hygiene certificate, special certificates issued by the Russian Federal Service for Veterinary and Phytosanitary Surveillance.

4.    The samples providing

Product samples should be provided in the original packaging exactly as planned for future delivery.  If the provision of samples is not possible due to technical characteristics, for example, such as equipment or medical facilities, then in this case they will come to manufactory.

5.    Trial Supply Batch

After testing the samples and obtaining certificates, it is recommended to send a trial small batch for “adjustment” and checking the general process of import registration in China.

On August 1, 2002, China entered the new certification system and on August 1, 2003, the new CCC (China Compulsory Certification) product certification system became mandatory for all participants in foreign economic activity.

A certificate is required for the following products:

  1. Electrical wires and cables
  2. Switches for electric networks, other devices for installation, protection of electric networks
  3. Low-voltage (low-frequency) power units
  4. Engines / Motors
  5. Power tools
  6. Welding equipment
  7. Consumer electronics
  8. Audio / video equipment (with the exception of transmitting devices and automotive equipment)
  9. Lightning products
  10. Сагs, their components and spare parts
  11.  Automobile tires
  12.  Agricultural mechanical equipment
  13.  Latex products
  14.  Medical devices
  15.  Firefighting equipment
